Where is Upton in Baltimore, Maryland

Upton is located in the central-western portion of Baltimore, Maryland. It is bordered by Sandtown-Winchester to the west, Druid Heights to the north, and Seton Hill and Madison Park to the south and east. Upton is situated close to major landmarks like the Pennsylvania Avenue corridor and lies west of Mount Vernon. Upton holds historical significance as a cultural and political hub for Baltimore’s African American community. It was a center of the Civil Rights Movement and is home to historic landmarks such as the Billie Holiday Plaza, which honors the legendary jazz singer who once resided in the neighborhood. The neighborhood is known for its rich architecture, including rowhouses and historic churches such as the Bethel African Methodist Episcopal Church. Pennsylvania Avenue was once a bustling entertainment district, hosting artists and performers in venues like the Royal Theater, which no longer stands but remains a symbolic site. Efforts to revitalize Upton have included community initiatives to restore and preserve historic buildings while addressing social and economic challenges.

Is Upton in Baltimore Known for Serious Car Accidents

Traffic patterns in the area are often influenced by proximity to Pennsylvania Station and major bus routes. Legal counsel for accident victims in Baltimore’s Upton, 21217, have contended over time that accidents may be more likely on North Avenue due to high traffic volumes and complicated intersections. While that might be true, Upton, and 21217 are typically rather quiet, in terms of significant or catastrophic car accidents. Key roads in Upton include Pennsylvania Avenue, North Avenue (U.S. Route 1), and Druid Hill Avenue. The intersection of Pennsylvania Avenue and North Avenue is one of the busiest in the neighborhood and a notable focal point for traffic activity. While most studies show Upton does not have a particularly high concentration of serious car accidents compared to other areas in metropolitan Baltimore, the intersections along North Avenue and Pennsylvania Avenue have seen their share of collisions. Traffic congestion, pedestrian activity, and outdated infrastructure contribute to accident risks. Speeding and driver distraction are common causes. Efforts to reduce accidents include targeted police enforcement and community advocacy for traffic calming measures like speed bumps and better signage.

CASE STUDY: Car Accident Scenario in Upton in Baltimore, MD

Hypothetical Accident Facts: On a foggy winter’s eve, two vehicles collided on Pennsylvania Avenue just before Mosher. A delivery driver, operating a van, tried to make a left turn on to Mosher, and hit a sedan coming in the opposite direction.

Cause Determination. There are of course, a great many statutory violations that one could envision applying to the conduct of the driver the delivery van. Most obviously, the driver attempted to make a left-hand turn onto a one-way street- in the wrong direction. He also, of course, made a left-hand turn in front of a vehicle coming in the opposite direction in violation of its right away. These seem obvious “hooks” that any legal counsel for accident victims in Baltimore’s Upton would seize in their liability argument. The judge of trial was looking for a specific, but different, statutory section to hang her hat on, and ruled, that, on all of the circumstances, the driver the delivery van failed if nothing else to pass the sedan, traveling in the opposite direction, on the right hand of the roadway, although the personal injury attorney representing the Upton resident argued violations of many provisions of Maryland Transportation Article, including the first two, this was not one. The Judge here ruled this violation occurred because the van driver ignored the requirement under Maryland Transportation Article Md. Code, Transp. § 21-302 to pass opposing traffic on the right side of the road.

MD Transportation Code § 21-302 (2024)

    (a)    Drivers of vehicles that are going in opposite directions shall pass each other to the right

    (b)    If the roadway is not wide enough for more than one line of traffic in each direction, each driver shall give to the other as nearly as possible at least one half of the roadway.

The delivery driver, preoccupied with a navigation app, approached this intersection at an unsafe speed for local conditions, without paying attention to common Rules of the Road, applicable in Baltimore and elsewhere, resulting in a side-impact collision with the sedan. The sedan driver, an Upton resident, sustained injuries to their shoulder and neck. Eyewitnesses noted that the delivery vehicle was carrying an unsecured load, which exacerbated the impact. Nearby surveillance footage confirmed the van driver’s failure to properly observe traffic laws. Emergency responders from the nearby University of Maryland Medical Center arrived promptly to assist the injured driver, who later received follow-up treatment at a local urgent care clinic.
